The International Health Regulations (IHR) (2005) are a legally binding international agreement among the 195 member states of the World Health Organization (WHO) designed to help nations prevent and respond to disease outbreaks that could have international consequences. When the IHR were originally created in 1969, the participating member states were required to report cases of cholera, yellow fever, and the plague. The 2005 revision requires member states to immediate report four different diseases: smallpox, polio, Severe Acute Respiratory Syndrome (SARS), and new strains of human influenza. The IHR (2005) also take an all hazards approach and provide regulation and proceedures for responding to potential biological, chemical, or radiological events that may consistite as public health emergencies of international concern (PHEIC).
